Recently built a new pc with the above specs, the main game i play is league, ya'll probably laughing why i bought a 1070 with the main game i play, i wanted to try other games like witcher 3 etc.. but my fps is realllllyyyyyyy low for league like i don't get it, when im streaming im hitting baseline 70 fps in team fights.. i believe i shouldn't be getting these especially with a ryzen 1600 with all those cores?

List anything you've done in attempt to diagnose or fix the problem.

disabled vertical sync in global settings in nvidia control panel, have the "AMD Ryzen balanced" power option, yes the display cable is plugged into the gpu, my thermals are all great gpu and cpu (40~) , disabled xbox dvr

Provide any additional details you wish below. I've played like an hour of witcher 3 and im getting stable 60 fps on ultra preset (nvidia hairworks off), so im pretty sure nothing is wrong with the graphics card, are there any other options i can change that i might have missed?

EDIT : I FORGOT TO ADD, I PLAY ON BORDERLESS MODE 1366x768, HOWEVER IM SURE IM SUPPOSED TO GET A HIGHER FRAME RATE THAN 70 FPS AROUND TEAMFIGHTS, AT LEAST ABOVE 110FPS~

EDIT 2: after reading all the comments etc, heres the things i want to clarify

-i run league on that resolution and borderless so i can see the whole window with one eye (personally makes the game easier to play for me, so please dont go all keyboard warrior on why i game on 720p for league with this system, its not the only game i play)

• yes i have checked vertical sync in both the game and nvidia control panel so theyre NOT on.

-my thermals are all great, im not getting anything over 70 in both cpu and gpu when gaming, the only time i get 70s is when i play witcher 3 on ulra 1080p

-ive done all the reinstalling windows, drivers (even with ddu)

-one other thing, IM ASKING IF LEAGUE OF LEGENDS IS POORLY OPTIMIZED, IM NOT SAYING IT IS POORLY OPTIMIZED, JEEZ. (thanks for the people who actually gave a decent explanation as to leagues optimization),

-at this point i just think its league, or some other settings for league that im/were missing, probably ryzen but whatever, i know its definitely not anything hardware fault as my temps are all good and other games run as expected.
