Recommended CPU for Plex Server

Hi all, I know there are a lot of discussions around this, I've been doing a lot of research but I'm still just not quite sure what the right direction is. I recently just set up a new Plex server on a box which is running an older gen Core i3. Predictably, the performance has been wanting. 4K is pretty much out of the question, and even a single 1080p stream sometimes chokes and stutters.

I've set it up as a headless Ubuntu, and I also have several of my download and automation apps running on it (which certainly doesn't help things). My goal is to build a new box that is dedicated as the plex server. I'll have 1-2 streams at a time running locally, with anything from 720p to 2160p content. I could also have 2 external streams to family and friends at any given time.

The most used clients are AppleTV, Chromecast, iOS, and Xbox One.

I'm thinking of possibly picking up an older generation Xeon, but I haven't kept up to date on server class hardware. I'm basically looking for a good value to performance (I don't want to spend a ton, $200 tops on a CPU). Could anyone recommend a good option in this range that could handle 2-4 simultaneous (rarely 4 at a time) 1080p streams and the occasional 4K content?
