Will this run CEMU alright?

So I'm building an HTPC soon to replace most of the devices connected to my TV right now. And I was wondering if this would make a good build for CEMU. Currently CEMU runs pretty iffy on my computer, but it's also about 5 years old now.

My current system is:

GeForce GTX 770

Intel(R) Core(TM) i5-3470 CPU @ 3.20GHz

16GB RAM

1080p display

I know the new computer should be better, but will it be able to run CEMU at 60fps at 1080 or 720p? Right now I run everything at 720x480 so that it will run smoother, but it's still hardly playable. In addition, on my new rig, would it be possible to get away with 8GB of RAM? Or is it worth the extra $40 to get 16?
