What's with the lack of safe zone nowadays?

Away at uni, I use a cheap, shittier tv. It cuts off the edges and because it's old, there's nothing I can do about it in the tv settings.

The safe zone options on games were brilliant but it seems to appear in games less and less. Got watch dogs 2 today and I can't see the edges of the screens.

Is there nothing I can do about this in the Xbox settings?

Edit: The only way I seem to be able to get around it is by switching to DVI on console even though i'm using HDMI, meaning I get no sound output as 720p apparently equals 1080p in HDMI
