Games don't go above 61fps

Okay so I have been having this problem for about a week and I have exhausted all of my knowledge of what might be able to fix my issue. I'll try to explain this as simply as possible so hopefully someone can help me stop pulling my hair out. Here goes.

Problem: I have a 144hz monitor. Games I play WILL NOT go above 61.5 fps. I would like them to go above that again so I don't miss out on a nice feature of my monitor.

P.S. I do not mean "they may hit 61.5 fps occasionally but they are running lower than that" I mean they have a ceiling of like 61.5 - 61.7. For an example, Devil May Cry 4 benchmark usually runs around 350fps. It currently will lock at 61.6 and not move for the entire duration.

 

Information you may or may not need:

  • Running Windows 10 pro (updated)

  • GTX 770 (drivers up to date)

  • 2 monitor setup. Primary monitor is ASUS VG248QE (running the windows 8 drivers because asus doesn't have any for windows 10), second screen is Viewsonic VA2431wm

  • I don't know exactly when this issue started because I hadn't had more than maybe 15 minutes of computer time so I didn't play any games more demanding than FTL. I do know that the issue was not present when I had windows 7 and also was not present after upgrading to windows 10. I have made no hardware changes to my computer at all since upgrading to windows 10.

  • When I go to testufo rather than locking into 144hz, it will bounce between 65 and 71 give or take.

 

What I have done in attempts to fix this problem:

  • Checked display adapter properties. It is set to run at 144hz. It is at least running above 60 because windows drag around smoother than my other monitor.

  • Nvidia control panel has it set to 144hz as well

  • I have tried setting vsync in the Nvidia control panel to On, Off, Adaptive, and application controlled

  • I have tried to uninstall and reinstall the device drivers for both the graphics card and monitors

  • I did a windows 10 upgrade again to basically get a fresh install of windows programs? (its what microsoft support suggested)

  • I tried 2 different DVI cords in both DVI slots on my card as well as Display Port

  • I reset the monitor to factory default settings

  • tried only having my 144hz monitor plugged in

  • in nvidia control panel I have tried setting preferred refresh rate to both application controlled and highest available

  • have tried multi-display/mixed gpu acceleration on all its settings

  • have tried running in 720p, no changes to FPS cap

  • I completely removed the xbox DVR whatever windows 10 app

  • I have checked with shadowplay on and off

 

I probably tried some other things but I cannot remember at this moment. I will edit to add anything else I may think of.

 

I am willing to try just about anything at this point. 60 fps is all fine and dandy, and with a 770 its not like I'm expecting to hit 144 in every game I play, but in the games that I can get that amount, it just feels so much better to play and I don't feel like I paid a premium on my monitor price for a feature I don't use.
