Help me get my tech sorted!

I'm interested in starting some console streaming, after enjoying streaming via the Xbox One Twitch app. I've started putting together a small setup, but I'm worried I've underestimated the power required to get something going well.

I'm streaming via an Avermedia LGP Lite and a MacBook Air with a Haswell i7 1.7GHz and 8GB RAM. I have an i3 Windows laptop too, but figured the MacBook would be better as it has an i7.

I get a relatively poor quality of stream at "superfast" settings through OBS Multiplatform, but anything much lower than that introduces such a low framerate that it's pointless.

I'm not sure what settings are best in OBS; I've followed the Twitch official guide, but when converting it from Windows to multiplatform I'm not sure if I've missed anything. I'm running it downscaling to 720p, at 29.97fps, generally around the "faster" or "superfast" settings. I'm connected via ac wifi and have a 19Mb upload.

It's not really good enough to use at that, and I'm not sure where the bottleneck is. Do I need to buy a machine with a better processor? Is the GPU an issue? Or have I just made a mistake with OBS settings?

Any advice would be great!
