FPS Issue trying to Twitch Xbox One with WIN10

Hello

I have trouble trying to twitch my Xbox Onewith OBS and Xbox App WIN10 (monitor capture) Like this video

So I have a good network (190 Mbs Down and 9 Mbs Up)

When I twitch directly fro the XB1 is good but we cannot have friend chat... so borring exemple

But with WIN10/OBS i have this result exemple

....

I just want à stable 720p30fps do you think is possible ?
