I have Plex running at home on a powerful PC. So naturally, no issues.
However, set the parents up with their own server at their house using a MiniPC as they don't want it to be too harsh on the power (I would have recommended a simple workstation so a video card could be used at least, but they didn't want anything bigger running 24/7).
So they have this Beelink Mini PC, which should be good enough for Plex (everything is mostly 1080p via h.264 or h.265). The network is 1Gbps. The internet is 300Mbps+ down and I think 25Mbps up (given they only use it within the house and never remote [so far]). HDD is a nice USB3.0 14TB 7200rpm helium-filled demon.
They mostly watch in the living room using the Xbox One S. However, whenever they watch anything, you see jitter in many of the scenes. Mostly when motion picks up (like a camera panning to another location or something running by quickly).
I took the TV down to 8Mbps instead of source and it doesn't do much. I don't want to drop them down to 720 (4Mbps or less) because it feels like a lot of sacrifices when that system "should" be able to pull this off. I can understand if the content was 4K, but it shouldn't be having these kinds of issues with 1080p. I hear about people using RasPi's for Plex and here this system is having troubles. I'm at a loss.
