First time trying to break into PC gaming from consoles, on a $700 Budget

I want a pc to run general last gen (xbox one/ps4-esque) games at a tolerable performance (30-60fps) in 720-1080p. I'm not trying to play games like RDR2 in 4k at 60fps and stuff, I just want a machine I can play a variety of games on and know they'll run tolerably without busting the bank. If there's the offchance there's a prebuilt or laptop that would serve this function and not slow to a crawl in 2 years, that'd be nice, but I'm not gonna hold my breath. If it's a "You'll have to build it" I'd much appreciate part and brand suggestions/combinations

TLDR: Looking to get a pc that'll perform similarly to the base ps4/xbox one at 720/1080p on similar games on a budget.
