VOD vs DVR picture quality

Just a basic question regarding picture quality of DVR recordings vs VOD.

I had recorded two shows over the past few months (Barkskins on Nat Geo & Snowpiercer on TNT). Watching Snowpiercer, I noticed the DVR recordings were capped at 720 and looked poor, but the DVR was often much crisper.....I just couldn't ff through commercials (and one episode had at least 15 commercial breaks in an hour, but that's another topic). On Barkskins though, both the DVR and VOD are capped at 720, and look really bad (lots of dark scenes, and you can see blotching all over the place).

Is there a trick to all this? I see plenty of programs are broadcast at 1080, others are capped at 720 (looking at you ESPN and FS1). Seems VOD should always be max quality. Should also add, I've tried viewing through both the native app on my Sony 900F and through the XBOX, same results for both.
