I've recently ordered a 1400p 144Hz monitor so was looking into an upgrade to take better advantage of it. I've had a 1080p 60Hz monitor and a 4k 60Hz TV (mostly used for my Xbox, but I use it as a secondary monitor for my PC and run it at 1080p 60Hz for that because my GPU will only do 4k 30Hz over HDMI).
I'm not sure whether its worth upgrading my whole system or just upgrading the GPU. I haven't really made up my mind what GPU to go for as I'm not sure what I'll be doing with my system. I was thinking an RTX 2070 Super would be the minimum for getting close to 1440p 144hz. I'd also like to stick to Nvidia for the GPU and Intel for the CPU. I am open to AMD CPUs, but my current AIO fits LGA 1151 so why not recycle it and spend the savings on the GPU.
Budget: Don't have one, open to any suggestions.

Can I just bash an RTX 2070 Super/2080/2080 Super into my current setup and chug away for a few more years, or would it be worth all the extra cost to upgrade to an i5 9600k or i7 9700k with new Mobo etc?
Here are the two builds I was thinking about. I've only included the parts I'd be replacing in my own system. So case, AIO cooler, fans, PSU and existing storage would stay. I was thinking about a Samsung 970 Evo 1TB as my existing storage is running out.
I've left pit the GPU because I'm looking for suggestions on whats the best option to achieve 1440p 144Hz.
