Weird issue with non-Plex pass user

Running into a weird issue with a user I am sharing with.

I just started sharing with a family member, last night we watched a movie at his house, worked very well.

Today we setup his account, I shared it out, logged in with his credentials on his player, and started streaming.

Buffering. Lots of buffering.

We logged out of his account and logged back in with my account. Same movie, no buffering at all.

Details:

My Plex Server is a Mac Mini (Late 2012) with a Quad Core Ivy Bridge 2.3 GHz Intel Core i7 3615QM processor (Passmark score of 7387). Plex version 1.14.1.5488. I can see that no one else is streaming anything.

I have a Plex Pass, he does not. Sharing via "Sharing", not "Home".

He has an XBox One, wireless. He has 100 down internet, I have 20 up.

I have my Plex server set to limit remote streams to 3 Mbps 720p.

I can see that no one else is streaming anything.

Anyone give me some direction on what might be wrong? Anyone have this issue? I am stumped as on my account the client works perfectly.
