Why can't we record 1080p clips longer than 2 minutes?

On the of Xbox you could record for up to 5 minutes so why are we limited to 2 on a console much more powerful?

I would even accept it automatically dropping to 720p quality if it means I can record the full last round of a rainbow six match or the last 5 min of a pub g game.

Anyone know why Microsoft made this limitation?
