How do I stream? What are the requirements?

Hi everyone.
I sometimes stream games I play on the PC on my youtube channel so I am all caught up on how to do that. I use OBS to do the broadcasting. I was looking at Mixer and it seems like I should be able to sign up for an account and then go into the menu and start broadcasting a game I have running. But it always tells me that it is not available and to try again later. One time I think I saw a message that it was streaming but when I went into my account looking for something that I may have streamed, there was nothing there. Didn't even mention that I had streamed at all.

My internet is not as great as many of you have. I have about 11up and 115down which is more than advertised. My latency is about 25ms. I am at 4K though so I am going to have to assume that is the issue. Perhaps the 11Mbps is not enough for 4k streaming. A quick search on google shows the following: 720p HD: 3 Mbps 1080p HD: 6 Mbps 4K Ultra HD: 13 Mbps

Can a game be downsampled prior to streaming?

If you believe it should work anyways, could you please walk me through how to set this up? The only way I know how to do this currently is to stream from xbox to my PC and then use OBS to send it to youtube. But I don't think the quality would be there.
