Intensity Pro 4K issue capturing at 1080p (720p, 1080i, NTSC all work fine)

I recently installed the Blackmagic Intensity Pro 4K into my PC. I installed the drivers and everything is up to date. Problem is, I am unable to capture any 1080p sources. I tried an Xbox 360 and a Wii U (neither use HDCP) and while both consoles worked fine at 720p and 1080i. nothing would show up when I switched it to 1080p. The video input box in Desktop Video Setup just showed a "-", where it otherwise would say "720p 59.94". I have tried two different PCIe slots (both are 16x slots), and even changed the BIOS settings on one of them to give it more bandwidth (disabling 2 SATA ports). The results have been the same each time. I will list my specs below:

ASUS Z170-A Motherboard Intel i5-6600k CPU 16 GB RAM GTX 1070 GPU Windows 10 and Arch Linux (got the same results in both)
