Can't seem to stream at 1080p60fps through elgato on xbox

Any suggestions on how to get this going in 1080p60? I can get 720p60, but only 1080p30. All my settings seem to be correct, enable 60fps, high birate, etc. Is there a limitation for non partners, elgato, or xbox itself?
