I have a problem with watching standard HD(1080p, 720p) content on my 4K TV from my Xbox One S

I'll admit this is probably more of a TV problem than a specific Xbox problem but I figured with all the buzz going on around 4K HDR gaming this would be an okay place to ask and idk of any other place to ask(feel free to point me in the right direction though)

I have the Samasung KS8000 TV, an Xbox One S, PS4 Pro and I'm having this issue no matter what I'm using.

Okay, so whenever playing 1080p or lower content, the picture quality is considerably worse than what it was on my old 1080p TV. Like it's really pixelated.

When playing games I've had differing results. Gears 4 with HDR looked okay I guess but had a dimming problem that I've read about others having here and the only "fix" for that was to turn Dynamic Contrast on high, which I know takes quality away. I've watched 4K video on my PS4 Pro that looked amazing and I've played Uncharted 4 in HDR which looked amazing as well.

I've tried watching content from disc(blu ray movie), USB drive(directly into the tv and into the Xbox) and streaming from YouTube. They all look bad.

I'm using the HDMI cables that came with the Xbox One S and PS4 Pro.

I have my TV's settings calibrated to the recommend settings on rtings.com http://www.rtings.com/tv/reviews/samsung/ks8000/settings

After noticing the problem after that calibration I used the tv calibration in the Xbox settings which didn't help either.

I've even tried tweaking settings with different variations of certain settings on and off with no improvement.

I know the Xbox One S upscales everything(at least I think) to 4K and I thought TVs were supposed to upscale content too but with all of these tests I believe that my problem lies with my TV and not my Xbox One S.

So does anyone know if I'm messing something up or is my tv faulty? Or is this how standard HD content is supposed to look on a 4K TV?

Any help would be greatly appreciated as I haven't seen much discussion on this problem, thanks.
