Upscaling Issues in Windows 10

Recently I decided to update to Windows 10, mainly for the reason of wanting to be able to communicate with my friends on Xbox through the Xbox app. However, I have been forced with the fact that playing most games on my pc is now very difficult.

My computer is not a very powerful one, with a J1800, 4GBs ram, and integrated graphics. With these specs, playing most games is difficult, but I've been able to drive my computer to play CS:GO, Mount and Blade Warband, and a few Elder Scrolls games.

However, the kicker is that the resolution has to be drastically reduced in order to see a playable framerate. For example, in CS, I have to play at 640x800 at minimum settings to get around 50fps. In Windows 8. this disgustingly low resolution was upscaled to encompass the whole screen, which at least allowed me to play the game without black bars and the like. While I can see the pixels on the screen if I look hard enough, I'm still happy to play the game without black bars. The issue is, in Windows 10, this upscaling does not occur. So, in CS, the screen is about the size of a fist in the middle of a 21 inch 1920x1080p monitor. Obviously, this makes playing the game very difficult. This effect carries over to Mount and Blade, which I play at 720p.

Does anybody have a fix for this? If not, I have to revert back to 8.1. Also, I can't see myself building a PC anytime soon to simply play the games at 1080p with no issue, because money is a stretch for me.
