Help Me Escape Pixelation

So I've not yet focused on any graphics or anything other than the basics till I can offer a buttery stream, but even at higher bitrates and 720p 30fps I still get pixelation. I have VoDs if you'd like an example, I was playing Witcher 3 from the cap card on Xbox and noticed how terrible it was on that, and it is pretty bad on H1Z1. (Please don't watch H1Z1 VoD I'm the worst ever.) This is my Current Build. For PC cap it's just game/desktop capture, and for the Xbox capture I'm using an AVerMedia C985 Live Gamer HD.
