Stream at 1080p/720p (twitch or hitbox) capture at 4k?

Looking at a new build, it's going to be for content creation and gaming. I want to stream at 720p as that is best for most folks to watch on twitch or hitbox. But want to capture at 4k 60fps for upload later to you tube.

What I'm looking at is x99 asus delux or asus e ws and a i7 5930k or i7 5920k cpu with 32gb ram, gtx 980ti single or x2 sli or gtx 970 (may get the 970 in the short term and wait for pascal), with a 4k monitor and a 1080p one. I understand it may not be possible to do the 4k capture with a 970 but that maybe just a short term gpu until pascal gpu comes out.

What I'm looking for is a capture card pc combo or a way to do the 720p stream and capture at 4k. It would be nice to be able to capture/stream using the card from a xbox one also.

I have a mac book pro to be able to do a dual set up for streaming but if it's possible to do using one machine that would be interesting too.

I am aware the pci e lanes maybe an issue if I sli with the 5820k. It having only 28 pcie lanes but it only means the second card drops to 8x pcie v3. I'm looking to get a asus ws card as it has extra pcie lanes as who know how many pcie lanes the new nvidia pascal will need.

So in a nutshell want to stream at 720p/1080p and capture at 4k and future proof a little.

Any help and advice would be much apreciated.
