please help, building an entry level streaming PC

Streaming, some with software on the PC, some from an Avermedia gamecapture connected to my Xbox One

If gaming, what kind of performance are you looking for? (Screen resolution, FPS, game settings)

1080p 60+ fps in Minecraft and CSGO while streaming at 720p either 30 or 60fps, it will be a dedicated streaming PC when connected to my Xbox I will be streaming to twitch with OBS.

What is your budget (ballpark is okay)?

x4 860k or fx 6300 or a low price Intel so i can use Quick-sync
750 ti 8GB ram 120gb ssd(which i already have), and a 1tb HDD

I need help picking a low cost processor so i can stream Esports and get good frame rates as well i'm VERY open to suggestions about what i am building this would be my first time streaming and i would appreciate anyone with experience giving me their opinions. One concern i have is being able to connect an Avermedia external capture card to my pc as it has no HDMI in should i get a PCI-E capture card instead?
