Destiny has frame stuttering/lag for me.

Some context, i got a rather cheap 4K(side note, i know xbox only goes up to 1080p, so no need to lecture me on that.) TV on sale a bit before December. I moved from another TV to it, which was low res, probably around 720p. It has some slight input lag, but not too bad(Game mode enabled), apart from the sound which was 1 second delayed until i found out that using surround sounds setting messed it up, switched to stereo and it was perfect.

But, when playing i often noticed this stuttering, which is very noticeable in Crucible, because every little millisecond counts and a few more is enough to throw off your aim. Of course, the obvious thing is, that it's the TV, it wasn't on the other one i used, and i was home to the family this Christmas and the home cinema was on point as usual, so not a recent patch that's done it.

But, the reason i don't think it is the TV(or a direct problem with the TV) is because, Xbox DVR records the stuttering/lag. If it was the TV, this should not be it, since it appears on the recording, then it means that the problem happens before it is sent to the TV. I have a clip to show below, particularly the running to the postmaster in the last 5 seconds . It's very obvious, although it might not seem like much, this can be quite off putting in Crucible.

Focus on the last 10 seconds of the video, it's not a recording error, it's like that in the game.

So, the question is, why does it happen, is it just Destiny? I'm on X1 and in preview but that has for the last few months remained pretty much the same as the live version. It's confusing that it occurs on this TV but not the other, and that it appears to happen on the console before it gets sent to the TV, or else the Xbox DVR would not record it. The frequency does seem to be a bit on and off, but i does happen often.

Any thoughts? Anyone have a similar problem?

(Side note, once, and only once, though it might be unrelated, I had a bigger freeze. Leaving it here for the sake of information.)
