Build Help/Ready:
Have you read the sidebar and rules? (Please do)
Yes
What is your intended use for this build? The more details the better.
Mainly gaming, probably some miscellaneous school/programming stuff. This build is for a friend so I don't know the exact details. Probably the most modern game he will be playing is Fallout 4, the rest will probably be older so the R9 380 should be fine.
If gaming, what kind of performance are you looking for? (Screen resolution, FPS, game settings)
1080p, but he's coming from an Xbox so 720p or anything in between won't bother him.
What is your budget (ballpark is okay)?
He says strict $500 but I couldn't get it under $500 without serious performance drops. He should be fine with $30 over.
In what country are you purchasing your parts?
US, near Microcenter
Post a draft of your potential build here (specific parts please). Consider formatting your parts list. Don't ask to be spoonfed a build (read the rules!).

Provide any additional details you wish below.
4170 is $99.99 at Microcenter but isn't showing up on PCPP.
I'm between the ASRock board and this GIGABYTE board..
Parts will be purchased between now and the end of the year. If a deal pops up for any of the parts I will hop on it as soon as possible. Just got the green light to start buying parts today.
