Is the mass effect 1 PC port on Steam really this terrible?

I played it on Xbox when it first came out those years ago. Bought it again yesterday on steam while it was on sale.

The graphics are god-awful, max resolution is 1280x720, frame rate drops happen constantly and the audio is always skipping or dropping out during dialogue and cutscenes. My build is fine, FX8350 with a 780ti on windows 8.1.

I tried googling these things but didn't find much info. What gives? Is this port truly absolute bullshit, or was the game always this glitchy from release and my nostalgic mind refuses to remember it that way?
