I help one of my friends stream and I cannot get this stream to work consistently. He has an elgato HD streaming xbox one in OBS. He has a brand new laptop i7 16 gigs of ram 1 TB HD. I have his settings to broadcast at 720, 30 fps, and 2000 bit rate. His up/down is well over 100/100. His set up is better than mine but his has to constantly buffer or viewers have to refresh constantly while mine just jams right on out. He is in FL and connects to the Miami server that he's probably 2 hours away from. I'm just at a loss on how to help without losing quality.
