Dedicated Encoding Rig Questions

Hey guys!
 

I'm planning on picking up a Skylake Xeon once they are released, and that means I'll have a spare Xeon 1231 v3 laying around (currently what I'm using to game and stream with). So why not build an encoding rig?! Since Skylake is a new chipset it requires me to get a new Motherboard, and Skylake will support DDR4, so I will pick up a stick of DDR4. That way I can just move my current Mobo, CPU, and RAM into a new case, get a new PSU, GPU and Capture Card, and I'm set with an encoding rig. Now, is it possible for the 1231v3 to utilize the medium x264 preset in OBS, when streaming at 720p60fps? I'm currently using veryfast for 720p60fps with no issues. I'm not partnered with Twitch so I'll be streaming at 3000-3500 kb/s. The 1231v3 is equivalent to the i7 4770.
 

I need a Capture Card so I'll be picking up the Yuan SC512 N1-L DVI. I don't need the passthrough (at least I don't think I do). That's why I'm opting to go with the Yuan version instead of Micomsoft. I'll be playing PC games 99.99% of the time. I may stream some N64, Xbox, and PS1 games but not likely. Can anyone confirm that the Yuan card from Sabre PC comes with the cables/adapters? It's $212 with shipping and taxes.
