Build Help/Ready: I'm trying to build a small form factor Xbox replacement that will let me stream video, work on art, and do some modest gaming all while fitting into my entertainment center.

HTPC, graphic design (via Inkscape), low expectation gaming.

Modern (mid-2000's to present) games at 720p to 900p, 30+ FPS, low to medium settings. (Note the fast RAM so I can squeeze as much performance out of the APU as possible.)

Here are my specific questions:
1) Is the 275W PSU enough for this build? PCPartpicker is showing the total wattage to be 200.
2) Do I really need the CPU cooler? Keep in mind the computer is going to be housed in its own cubby hole in an open front entertainment center with about two inches of clearance on all sides.
3) Will the CPU cooler fit the case I chose?
4) How well will Inkscape (or Illustrator for when I'm rich enough to afford it) perform with this build?
5) Any suggestions to improve the build at all in terms of cost, performance, etc?
