Why is my frame pacing so inconsistent in Overwatch 2? Extensively documented post.

Hello, my frame pacing in OW 2 felt really bad, and I did some tests and sure enough it is really bad. In this post I will compare a variety of matches/modes from OW 2 to a 3v3 bot match from Rocket League. Before you say it: even if I stack the deck in OW's favor by playing an extremely simple game with resolution turned to 720, frametime fluctuations at the framerate cap are still terrible.

I am attempting to play both video games at native 1440p with low settings. For all these tests, I used the nvidia control panel framerate cap of 230 and g-sync. A screenshot of my NVCP settings is included. I have tried capping frames a number of different ways in OW 2 and saw no improvement. I have tried using 600fps cap and no g-sync and it felt even worse. I want to be clear: my machine actually dipping beneath the frame cap is not happening. It is not the problem here. Frame pacing is the problem.

As you can see, my machine is more than capable of running both these games at rock steady 300fps or higher, even in OW 2 workshop stress test mode DK3VN, even at 1440p. However, for some reason which I hope to learn from you all, Overwatch 2's framepacing/frametimes are stuttery bullshit, fluctuating all over the place from 4.9ms to 6.5ms, constantly. this can be felt in game as microstutters.

Please look through the included album of images, which include afterburner test results in the two games, OW 2 settings, and NVCP settings. The red lines in the afterburner screenshots indicate the test periods.

Note that the worst performance of all is in Seita's aim trainer, where I am whipping my mouse around to aim the most. I considered the possibility that it was my mouse that was causing the issues, so I tried playing with an xbox controller. Similar results, but not included in the post.

Please let me know of any questions, and let me know what settings I can try to improve this. Perhaps most importantly, is this what your afterburner test results look like?

Final, additional context: I recently upgraded from a 2080ti to 4070ti. Before running these tests I reinstalled nvidia drivers, then went ahead and did a full windows 11 reinstall. I was disappointed with the way the game felt, and am considering returning the GPU. However, testing my machine in rocket league shows the perfect performance I would expect, so my hypothesis is now that OW 2 is the problem, not the new GPU. Maybe I had these issues with the 2080ti and didn't notice them - at the community's request, I can put the 2080ti back in the machine and run more tests. For now I want to see what everyone thinks using just this GPU. I doubt there is anything wrong with it.
