Why my Youtube videos do not have all playback resolutions? Only 144 360 720 1080.

My recent uploads can only be played at 144, 360, 720, 1080p resolutions.

Video details: 1920 x 1080; 20,000kbps, 59fps; encoder: HEVC.

The videos I did post process with power director are available at all playback resolutions. The ones I recorded via OBS(mkv) and XBox Game Capture(mp4) both have above problem.
