Is it possible to record gameplay from an external HDD at 1080p on Xbox series X when viewing the game from a 720p display?

I'm using an external 2TB HDD to record game clips. I'm using a 720p tv and my Xbox settings under preferences then (capture & share) is set to 1080p SDR.

On windows PC under properties then details then under video it says my clips are: frame width and height is 1280 by 720.

Since the Xbox settings is 1080p yet my display is 720p is it not possible to record clips in 1080p from the source itself (that is the Xbox) or is this not possible because my display is at 720p. I initially thought the recording software records from the Xbox independently and not from the display, but that is not the way it is working.

Does the display itself matter on every recording software outside of Xbox (for example can a PC record at 4k assuming the PC specs are capable when the display is lower say at 1080p) or is this just a Xbox setting.

So, is it possible to record gameplay from an external HDD at 1080p on Xbox series X when viewing the game from a 720p display?
