High End PC Performance Issues in Some Games

Hello! I've had this custom PC built for a while and while I've had some issues here and there, it's been running great for the most part! As of late though I've been noticing stuttering and FPS drops or significantly lower than expected performance when it comes to games that should be running just fine (these issues were probably here to begin with, I've just been paying more attention to them as of late)! Some games play just fine and perform as expected more or less while other games suffer from the previously mentioned stuttering or performance drops. Listed below are my specs and 3DMark scores along with games I have concerns with and my own attempts at fixing the issues:

3DMark Scores -

Graphics Score: 17568

CPU Score: 10692

Overall Score: 16022

Temps during gaming are fine, although during 3DMark the CPU got quite a bit toasty (86 C)

Specs -

Case: Cooler Master H500

Motherboard: ASUS ROG Strix b550-F Gaming (Wifi)

CPU: AMD Ryzen 7 5800x

Cooler: Noctua NH-U12S

RAM: Corsair Vengeance RGB Pro 32GB (2x16) at 3600MHz

GPU: EVGA GeForce RTX 3080 FTW3 ULTRA GAMING LHR

PSU: EVGA Supernova 850 GT, 80 Plus Gold 850W

Acer 1440 27 Inch Monitor

Asus 1080 27 Inch Monitor (Can't remember the exact monitor that these two are right now, just the manufacturers)

Some of the games I play that generally run fine or as expected include:

Red Dead Redemption 2

League of Legends* (Solid 240 for most of the game but can drop as low as 60 during big team fights depending on champions selected/dragon map type)

Apex Legends

Elden Ring

Elite Dangerous

Control

Games that I have concerns regarding performance are:

Minecraft Vanilla (Stuttering and general low performance with and without optifine, sub 100fps without and barely breaking 120 with optifine even with more than 2gb of ram allocated)

No Mans Sky (Constant stuttering and FPS drops on planets as low as 10 FPS regardless of graphic or resolution settings)

Fortnite (Low settings on DX12 and DX11 give me a constantly freezing and stuttering experience, and on DX11 it can maintain 165FPS for the most part on high settings, but still lower than what I feel it should be)

Final Fantasy XIV* (I'm more uncertain on this one, outside of some of the 24 man alliance raids it runs fine for the most part with the expected dips in extremely populated places such of Limsa, but the performance seems inconsistent, as within those raids sometimes it'll remain at locked at 144hz (my monitors refresh rate) or start dropping frames to as low as 60)

Hunt Showdown (Can barely keep above 120 when near certain locations, and can have moments of stuttering and drops at seemingly random moments, although I understand this one in particular might be more so due to the optimization of the game itself than the system.)

The Sims 4 (Stutters and drops randomly without anything going on in a single sim+pet household)

Star Wars Battlefront II ( Frames drop to as low as 75 on max settings, medium settings alleviate this issue but it does feel odd that a 3080 and 5800x can't hold at least 120 fps on high/ultra)

Battlefield 5

Valorant

Monster Hunter Rise

Sea of Thieves

A list of fixes that I've tried so far without any results have been:

DDUing the Drivers

Updating the BIOS

Disabling/Enabling HPET

Disabling/Enabling Game Mode

Disabling Xbox Game Bar

Setting PCIE from Gen 4 to Gen 3

Enabling/Disabling ReBar

Replacing the CPU with another 5800x (Same performance between the two)

Replacing the 3080 with a 1080ti (Performance is the same in games such as XIV, Hunt, Minecraft, The Sims, and League, the 3080 performs better in other games listed)

Replacing the RAM With known good RAM (2x16GB 3600MHz to 2x8GB 3200MHz, minor to no difference in performance)

Reseating CPU

Reseating RAM

Reseating GPU

Configuring NVIDIA control panel settings, no changes regardless of results

Completely wiping Windows and starting from a brand new wipe three times

Testing the GPU in a known working computer

Enabling and Disabling G-Sync on both monitors (No performance difference)

Additional information: These issues have happened regardless of the driver version and resolution that I'm on (1080 & 1440, the performance between the two resolutions is the exact same), and I'm noticing a significant drop in GPU and CPU usage during these stuttering/FPS drop moments. I also notice that streaming games to discord for anything above 720 30FPS is miserable and freezes up for those watching while streaming to Twitch works just fine, and having any streams or videos opened up on my second monitor during gaming can cause them to stutter or lag behind significantly

If anyone has any advice I'd certainly appreciate it! I've tried just about everything I can think of without any real successful result
