xcloud doesn't use that 15 mb nitrate most of the time. using it from inda?

So i am using xcloud from an unsupported country(india) for few weeks using Japan vpn . While latency is non existent graphic quality is just ok I think it's 720 p 60 fpawith some artifact s and little bit screen tearing while using 3-4 mb /s ( checked through task manager network section) but sometimes it uses 10-15 mb and thats when quality is like really good So is their any settings that I can toggle to force app to use network close to like 15mb bit rate because right now it's not using half of it? Using xbox app
