Having dropped frames and fps issues with a decent rig and great internet

So I used to stream regularly and at 720 60fps. I want to get back into it but I am having some problems with consistent fps and dropped frames. My internet is really good, I range anywhere from 18-35mbps upload. I've tried 2500-4500 bitrate and without fail I am dropping frames. I have tried selecting my servers manually but with no improvement. I am also dropping fps and the games themselves sometimes have problems. I haven't tried streaming Tarkov but I was testing and messing around with my settings using Total War Troy.

If I am playing games on my xbox I don't usually have issues but it is a real hassle streaming off my PC when it used to never be an issue. Yes, I use NVENC(new). I am just confused as to how my internet is so good and I consistently drop frames. Thanks in advance.
