Had to set performance to 720p to play on Chromebooks. What am I doing wrong?

Since getting my Founder's edition, I haven't been able to play reliably on an older Chromebook nor on a brand new one (Asus C434 8/64). I thought it was just my old Chromebook so, since it was going to lose support in July 2020, I decided I'd buy the new one. It had the same issues:

  • Input lag
  • Muddy frames
  • Packet loss (almost 2K in under 5 min)
  • Stutter--assuming it's a result of the above.

Borderlands 3 was unplayable. Thumper was slightly better.

I have over 200mb down (only 11 up) via Xfinity, Google Nest mesh wifi with Gaming preferred for Stadia turned ON. Strong signal everywhere I tried in the house at varying distances. I used the original Stadia controller as well as an XBox One controller. I disabled and eventually removed UBlock Origin. I switched back and forth between H264 and VP9. I even tried Incongnito mode both in my session and a guest session. Nothing helped until I finally changed my settings to 720p, or "Limited data usage" in the Stadia app. My Pixel 3 and the CCU worked fine in "Best" mode.

So now I'm getting minimal packet loss on the new Chromebook (VP9) and zero on my older one (H264). I haven't done a lot of testing yet, but everything seems to work now that I've switched to 720. Thing is, I think I have everything I need to go full blast on all devices. Did I miss something? Anybody else experiencing this and if so, what did you do to fix it?
