Mostly for gaming. I will also use it for emulating and for programs like Photoshop and Premiere Pro.

If gaming, what kind of performance are you looking for? (Screen resolution, framerate, game settings)

1080p, 60fps at high graphics settings. I want my games to look at least on par with a ps4 or xbox one, but something better would be good as well.

I already have a mouse, hard drive, and a keyboard. I plan on getting as many parts as possible used. I am not sure what the best monitor would be (It would have to be 1080p and 60hz but I don't know how to choose one) Also, how will games perform on this when compared to a ps4 or xbox one? I don't plan on overclocking.

Edit: One last thing, what happened to the prices for video cards? some seem to have almost doubled in price compared to a few months ago?
