Hello and thanks in advance for active support here on this sub, I'd like to know if anyone knows what to try next (both solutions and ideas) as I'm out of 'em (reasonably applicable) after several hours.
TLDR: Windows Store games (obtained from newer Xbox PC Game Pass) are draining CPU more than before (usually up to system 100%) while some Steam counterparts use only fraction of CPU (ex. less then 1/3) No other unexpected processes seems to be involved (use CPU over 1%), even after clean installation of Windows 10 Home.
As a more-than-happy user of Xbox Game Pass (PC section) I've bought the new Xbox PC Pass (is in beta, but here it doesn't seem that related). For more than a few hours I've been trying to solve very high CPU usage problems with games I've been playing smoothly before (ex. Forza 4) (now can't as input lag and fps variation is too high) browsed FAQs, forums, subreddits and even reinstalled Windows, however the problem remained on the same/similar level (even when, during this installation, I've used the proven Windows Lite script which reduces system base load).
While "idle" (minimal programs running) overall CPU usage hovers on 11%. While playing Forza 4 (low preset), overall usage hovers around 96-100% CPU (incl. DR4), and on simpler levels (usage sorted from highest):
Forza: 63-86% CPU (Commonly demanding system programs): ~19% CPU (System, Windows Audio graph, Explorer, DWM, Network services)
As I ran Forza 4 well before, I've tried running a simpler game called Broforce (which I own on steam too) and with both versions updated in-game in a less demanding level... MS Store version: 35-46% CPU Steam version: ~12-18% CPU
Games tried (less tested because of big game sizes): - Dead Rising 4 - Forza Horizon 4 - Broforce
Details: - Installed latest drivers and OS updates (1903) - Xbox app installed (dependencies installed and tried to run via the app) - Notebook bought brand new on trusted platform 11 months ago, wasn't used for heavy gaming

EDIT 1: After installing optional Windows 10 patch update and closing Xbox app (game bar should be off but is installed (dependency)) forza's CPU usage dropped by 8% but input lag (caused by high cpu usage) is still present (wasn't before) and Broforce now commonly spikes at 56% (~10% worse on avg.) ... Turning off Game mode and, traditionally, setting high priority helps too but still... wasn't necessary before
