Help with pixelated stream

Hello everyone. I recently upgraded my pc and I’m streaming in 1080 30fps and when I’m moving quickly in game the screen gets kinda pixelated. But when I’m standing still it looks perfect like the big name streamers. I’m streaming to my pc from my Xbox one. My pc parts are

i7 8700k 32gig ram ddr4 viper Cnps 10x optima Z390 gaming motherboard Nvidia gtx960 4gb Logitech c930e

And I’m also using a el gato hd 60 pro in my pc

I am running at 2500-3000 bitrate at fast “ if I go higher than fast I drop frames same with using my bitrate any higher”

My El gato is matching my 30fps. I tried 60 but it looked worse even streaming at 60 as well.

I dropped down to 720 60 FPS and it looked the exact same when I move quickly in game.

Could the problem be with my old graphics card? I feel like I’m not using it right if I’m playing on Xbox? Or is my upload speed bad? It’s 400 download with a 25 upload speed. I have Comcast. My pc usually is running around 25-30% when streaming.

The thing I can’t figure out is when I switch to one of my scenes where my webcam takes up most the screen and my gameplay is small in the corner the problem does not occur. It is only when the gameplay is full screen and my webcam is small. Which I find very odd.

If anyone wants like pictures or anything of stream stats or something. Let me know and please tell me how to do that lol I don’t know how.
