Will this build reliably stream xbox gameplay to twitch?

I'm helping my brother put together a pc so he can stream his xbox. It's being built from mostly "spare" parts.

I5-6500 Rx 560 4gb gpu 16gb ddr4 ram 500gb ssd 500w psu Elgato hd60 pro capture card 200mb down 60mb up internet speed Xbox 1 X playing the new call of duty

Will this reliably stream his gameplay and possibly record simultaneously? He's looking for at least 720/60fps and will be using streamlabs obs.
