Long Overdue for a PC Upgrade... can I salvage/add on or do I need to restart from ground zero?

That’s my current build that I don’t use anymore

I currently have a laptop (Lenovo 720 Yoga) I-5 7300 4K monitor 1050 card 8 gb ddr4 2133

I bought the laptop to game on as all I do is WoW and Overwatch really and save the 4K for my Xbox one S and wanted a system I could take on business. The laptop has heat issues due to the thermal paste and overheats and has problems with over watch. I have considered redoing this myself. (Though no experience). I was hopping the laptop would satisfy needs but overwatch doesn’t function on it without strange sound lag.

I’ve also considered getting an external GPU for the laptop to save money. (But those are $400 anyway so could rebuild PC when i add that plus the card).

I wanted to try to stay under $800 w/o monitor.

Is anything from my old system salvageable other than the SSD? Or will my processor bottleneck a 1070 or 1080?

I’d rather spend more and get it done right. I do need a new case too. (Mine is 10 years old).

Any recommendations on way to go? Seems I’d need new Mobo and Processor regardless for the OG machine. Is it possible to do this and keep it under 600 w a graphics card or would I shoot myself in the foot for future upgrades doing so? (Mobo, processor, GPU, box and probably the ram is severely outdated). I could go up to 800 and deal with a new monitor later.

I use the machine for WOW overwatch and blizzard games mostly. Streaming movies to TV (laptop can lag at this when it opens external monitor, granted a 4th monitor).
