Have recording set to 1080p but console records at 720p?

I've been trying to record some dark souls 3 gameplay for a simple montage to make on Youtube, since I don't own a capture device. So I thought I would set the xbox recorder to 1080p since I never messed with it before until then, however my games 2 minute footage is recording in 720p?. How can I fix this so it not only records at 1080p, but can be viewed at 1080p?. Not sure what to do since I have the mode set to 1080p, and have a solid internet connection. If anyone could help that would be awesome!.
