Does 720p vs 1080p really make a difference on a smaller (24"-32") TV?

I suppose this question isn't Xbox One specific, but I'll ask it here since I got an Xbox One S for some casual gaming (Fallout, NBA 2k, Forza). The room in question is too small to accomodate a large TV and the optimal size for a TV would be 24"-32". Does the resolution even make a difference at that point since I won't be sitting super close to the TV?

Bonus question: Would playing on a monitor with an HDMI slot make a difference vs a TV?
