You can't really build a PC with equivalent specs. Both consoles use an old CPU architecture that's primarily designed for low power consumption rather than high performance. They use an 8 core model, but AMD never released a desktop version of this processor with 8 cores, so it's not really possible to do a straight comparison.
Destiny 2 is a lot more demanding on CPU than GPU. In certain areas, it can struggle to maintain a 60 fps lock. Places like the tower, the farm, the public events on Titan, the church in the EDZ. In these areas, I get the same frame rate in the 50s or 40s whether I'm at 720p or 4K, because my CPU isn't fast enough. People with the highest end CPUs are having the same issues. The game demands an extremely fast CPU in a few areas. If a PC player gets frame drops into the high 40s with high-end hardware, then that would explain why consoles aren't attempting 60 fps in this game. With their weak CPU architecture, the frame drops must veer into the 20s in CPU-demanding areas. If the game ran at 60 fps with drops into the 20s, it would be even more jarring than it already is.
