Why 60 fps hasn't been an industry standard even with a really powerfull console like xbox one x?

And I'm not talking about 4k at all. I'm fine with 1080p 60 fps or hell 720p 60 fps. But it seems still overwhelming majority of the AAA games (including first party games by microsoft) comes with 30 fps on xbox one x on any resolution whatsoever. can't xbox one x handle 60 fps? I mean wtf is the reason crackdown 3 being 30 fps with that xbox 360/ps3 at best graphics?
