I've looked for solutions everywhere, some were useful, some not, some just stupid. It seems the issues people have had are a bit of a hydra, in my case it was drivers/controller/vrsetup/directx/admin/old-ini's
visible symptoms I had: 1) pCars would just try and load for an instant, and then nothing would happen. 2) controller would not recognize in game 3) running pCARS64.exe directly as admin would throw up a DirectX error about missing files.

Personaly i chose to update my graphics drivers, as rolling back never seems to fix problems for me.

deleted everything inside C:\Users{your user name}\Documents\Project CARS

started steam, and verified pCars {it passed verification but this never hurts}

Re-Ran the direct x distribution file as admin. ...\steamapps\common\pCars_commonRedist\Directx\Jun2010\DXSETUP.exe

Found a USB cable and connected my wireless XBox One controller to the PC. Opened XBox Accessories to re-link controller. {pCars was the only game that couldn't see the controller... this fixed that}
Restart Computer {YES THIS IS IMPORTANT}
- Open the occulus home application

Start steam, redo the VR set up from the devices pop up.

Create a shortcut to pCARS64.exe ...\steamapps\common\pCars\pCARS64.exe

Make this shortcut run as admin.

Set default controll to XBox One controller

Set display to 1280x720 {probably not important but a good place to start}

The first time I ran the game it seemed to hang and I force quit the application

The seccond time I ran the game it opened in a window and I noticed VR options were now available.
From here I was able to use the mouse on the game window, or just wear the Rift and use the game pad.
