HD60 Pro 60 FPS issue, setting it to Xbox One streams at 720@60FPS, the PC setting however refuses to run anything but 30 FPS.

Basically I have a capture PC capturing gameplay from my main PC.
When I set the option for input to PC it will only do 30 FPS and sometimes it gets really choppy.
However, when I switch it to Xbox One it captures 60 FPS no problem.

I can live with that, however I'm just puzzled as to why that's the case.
Both PCs are more than adequate to be running 60 while streaming 1280x720.
