Low End Specs for budget machines?

Hey everyone, first time here so I hope I'm not over stepping my bounds at all (Mods feel free to strike me down if so!)

I'm currently looking to pick up a low to mid range laptop for the sole purpose of streaming and recording through an elgato system! That being said, my budget is a little limited so I'm relegated to a $500.00 - $800.00 +/- $100.00ish price range. I'm located in Canada so for the most part, you can assume that USD prices are at least 1.5 to 2 times more for me :P

What I'm curious about is what specs should I be looking for in a laptop in order to achieve the highest basic quality without having to break the bank. I understand that an i7 (7th gen) quad core w/ 8+GB of RAM is optimal, but I might be stuck with an i5 (6th - 7th gen) w/ 8+GB of RAM. As well, I'm pretty sure that having at least a bare bones dedicated graphics card can help the unit record, but for gaming purposes, you can assume that my Elgato will primarily be used for external devices such as the PS4.

To simplify my question: what bare minimum specs should I be looking for in a laptop in order to utilize an elgato HD60S for recording and streaming content w/ the use of OBS @720p30-60FPS?

For instance, would a unit such as this suffice for STRICTLY PS4/XBOX/Extrenal device streaming @720p30-60FPS or even 1080p30-60FPS recordings?
