My first gaming/streaming PC

Hey guys! I'm reaching out to you for some advice. I'm about to purchase a pc that I plan on using for streaming and gaming. My current setup is working alright, but it's an Xbox Elgato laptop setup. I do plan on playing Xbox still on some occasions. Presently I'm streaming at 720p, 30fps and it seems to be working ok with OBS classic. The laptop I'm using right now has an i7 4510u and 16gb of ram with a mobile graphic chip. Radeon 270m I think?

What I want to do now is move to some pc games while streaming from the same rig that is running the games. The games I'm looking to play range from Rainbow Six Siege to H1Z1 or CSGO. So mainly first person shooters. The pc I'm looking to buy comes with an i5 4602P quad core 2.8ghz processor with 8gb of ram and a Radeon RX 480 4G GPU. I plan on moving to OBS Studio as well. My download and upload speeds are very good. 120 down and 60 up on average. So I set my bit rate to 3500.

Originally I was going to do a two pc setup, but my laptop simply won't run OBS Studio. Only classic. And classic is giving me some issues. Lag in the stream alerts for example and scene.config file corrupts occasionally. Which is very annoying.

Based on the specs, will I be able to get a decent quality stream out of this rig while getting decent quality graphics with the games?
