HDMI Splitter with Console and Capture Card Resolution Issues

Hi, I'm trying to find a place to ask this question.

I bought a CKITZE BG-520 1x2 HDMI splitter that supports up to 1.3b 1080p 3D for use with a DeckLink Mini Recorder that is able to take inputs up to 1080p30 or 1080i60. I am trying to use this with my Xbox One and PS4, but they simply do not show 1080p or 1080i when coming back to the TV via the splitter. On the PS4 I get an option to force undetected resolution, which I think goes into 1080i, but it doesn't get picked up by the capture card (which has the other HDMI cable from the splitter).

Is this a cable problem? I am using AmazonBasics 1.3 and an old HDMI cable that may or may not be 1.3. I don't understand what is wrong in the chain since all the devices say they support up to my desired resolution which would be 1080P @ 30FPS. 720p60fps works perfectly fine. I think recording at that resolution is fine, but I don't want to game on it.

The TV is a Toshiba circa 2010 I picked up at Costco, I can add the exact model later tonight.
