Is the Core i5 6500 wrong for streaming??

As a casual Twitch streamer, and stickler for quality, I like to stream in 720p60. This isn't an issue if I'm playing Xbox One and streaming through an Elgato HD60, but as soon as my computer loads up CS:GO, it's a story of dropped frames.

In my VOD around 16:25, you can see the stutter in my stream.

My current settings:

  • Base Canvas: 1920x1080
  • Output: 1280x720
  • Downscale filter Bilinear (which causes some blur if scaling)
  • Encoder Preset to "Super Fast" to use less CPU on x264 encoder
  • 3500 Bit rate

My only possible problem is the CPU (Core i5 6500), and it begs the question: Did I buy the wrong CPU?
