[Tech] I can't for the life of me make youtube play in HD on Xbox One

Here's the list of things I have done. Clear cookies on youtube. Re-installed the app. Factory reset my xbox (including removing all games & apps). Hard reset (holding down the button). Resetting my xbox through settings. Unplugging my xbox from the wall for 10 minutes. I've exhausted everything. Please. what am I doing. They all play in like 480p it looks like. not even 720p ugh my life. I have a 1080p 60hz 23" monitor. Ughhh

Edit: My internet is 40Mbps down/5Mbps up. Also My netflix and hulu play in 1080p
